Now this can't be correct. Bios is set to 1866 (or something around this).

Hello,
It's not uncommon for CPU-Z to sometimes report the information incorrect from the Bios. Can you try updating the system to the latest Bios version and make sure that all of the drivers are updated?
Are you using XMP or manual timings? Try setting it to XMP.

I thought my BIOS would be up to date being new, but no. So I have upgraded my BIOS to the latest. I have set my BIOS to XMP, which now sets the speed to 1866.
CPU-Z still shows it as the same in my first post.

Can you try setting it to a lower frequency? Also, try the XMP enabled, and testing each stick on each slot?
It sounds like it's failing to reach specs, and the system is downclocking the memory or the memory is being misreported.
The above test should tell us more. If the memory fails to hit specs, we'll be glad to replace it for you.
