Older PBO Bootcode firmware Update Question (Pre Core)

I have a PBO purchased prior to Core being added to the description on the box. It came with bootcode 16 and as far as I can see, it cannot be upgraded to 18 and beyond without some sort of messing around with the hardware inside the box. Can anyone confirm this for me please?
If I am wrong, can you point me to the firmware File(s)? The link to Official updates does not seem to work, at least for me. Thank you.
