Default PVT36G1600ELK - Not working on Asus P6T Deluxe mb?

Having trouble getting the viper 3x2gb kit PVT36G1600ELK ram to work on my new ASUS P6T Deluxe mb.

Whenever I try to boot (cd or hdd, vista or vista install cd) I get part way through booting, then an error:
Windows failed to start ... a recent hw or sw chg might be the cause. To fix the problem .... insert setup disk and repair ... File \windows\system32\boot\winload.exe; status 0x0000001; the selected entry could not be loaded because the application is missing or currupt. The page gives me the option to hit enter to continue on to a Windows Boot Manager page (Windows Setup [EMS Enabled]. From there I can choose a tool > windows memory diagnostic. Running the memory test at standard level works fine, but if I try to test at extended level, it locks up.

I'm pretty sure it's a memory issue, based on other web posts. I've tried 1 stick, 2 sticks, 3 sticks, with no joy. It is a new system ... I've tried disconnecting everything except the dvd drive for booting, doesn't help. I've tried various video cards. I have a 1000 Watt PS, 8 pin EATX power connected; Latest mb bios

What are the correct settings to use in the BIOS to fix this error? There are a couple different memory voltage settings - which should I try to set to 1.65 volts? (QPI/DRAM core voltage, or DRAM bus voltage?). Also, actually this board will only set the voltage .2v increments, so it will have to be 1.66 or 1.64 - which should I use? I've tried manually setting the frequency at 1600 and 1333. I've tried booting up both Windows Vista 32, and Windows Vista 64 bit install dvds (Linux fails boot as well).

Also, when setting CAS timings, there are many more settings than numbers given (9-9-9-24) .... and there are 3 sections to the page (1st information, 2nd information, 3rd information sections, whith multiple timings under each) - do I need to try setting those additional settings?

    Thanks for any advice!
