I purchased the 32GB SSD (PE32GS25SSDR) back in January and it has been running great with Windows 7 RC, but lately it seems to be getting slower.

I've read about wiping the drive to recover performance, but I've also read that formatting the drive does not accomplish this. How does Patriot recommend performing the wipe procedure?

You can try installing Diskeeper with Hyperfast.

It restored the performance on one of my 32GB V2s that I purchased around the same time (Probably exact same model) after I dimished performance by installing many operating systems several times and running many, many benchmarks on the drive. We bought the drive for testing, tortured it, and when testing was done and it came time to actually use the drive everyday, Hyperfast brought the performance back. It has been used for many, many months after that and the drive is still very fast and performs flawlessly.

Once you have written 32GB worth of data on a 32GB SSD, it will have to erase+write instead of simply writing to blank space. If you notice the slowdown when the drive is showing writing activity, (You will need to be able to see whether it's delaying during reading or writing, simple HDD activity LED is not enough) then yes it is probably time to install Diskeeper with Hyperfast.
